Dr Dwain Neil OBE, Herman Ouseley Foundation Programme & Chairman


Dwain was awarded an OBE in the 2019 Queen's Birthday Honours List, "for services to the British African Caribbean community.” In his 45 year career he has served as a senior corporate executive, a founder and MD of a management consultancy, and leader of innovative initiatives in the voluntary sector including Reach Society, a social enterprise.


Dwain served as a business leader for 21 years in Shell International Chemical Co, SICC; then he founded Leriko and Associates, a management consultancy, that he led for 17 years. 


Dwain is a 2010 co-founder and Chairman of Reach Society, a 2017 QAVS award winning social enterprise for inspiring young people (aged 10 to 24). Here’s a link to the Society’s online News page -https://www.reachsociety.com/latest-news/ . 


In 2023 he co-hosted the Milestones series 1 and 2, and the Windrush Nation podcasts which were broadcasted on Life Radio UK; these projects showcased Black community contributions in the UK since 1948. 


On leaving University, in 1979, he entered employment at SICC and also commenced volunteering in the third sector serving as a chairman of school governors, a governor at the University of Hertfordshire; Commissioner at the Commission for Racial Equality, CRE; an Independent Assessor with the Office of the Commission for Public Appointments, OCPA; and a co-founder and the first chairman of the African Caribbean Junior Chamber of Commerce, BCJCC in London.


Dwain earned a joint honours degree in Physics and Chemistry (1976); and a PhD in Nuclear Chemistry (1979) from the University of Manchester; and he is a married father of four, and a grandfather.
